Move Bottom Bracket to downtube

Is there any way to put the bottom bracket on the downtube. I'm building a low chopper and need to move the pedal up on the bottom bracket approx 6 inches so they clear the ground.

Shifting the bottom bracket up along the down tube

You can do this. However, the approach you should take might be a little different than what you're imagining. What you'll actually want to do is use a wishbone style chain stay and have the seat tube connect to the wishbone portion of the chain stays. There's info on that here. There's also some discussion of this at: bikecad.ca/node/6063. Be aware that you can also curve the chain stays if required.
