Yes. The free version of Chrome will work without Java installed (Chrome doesn't support Java anyway). You also do not need the CheerpJ extension for Chrome or the IE tab extension.
The only reason to install Java along with the IE tab extension for Chrome or the 32 Bit ESR version of Firefox would be to run the program using the Java plugin which is also an option. However, this option is more involved as it requires the aforementioned tools and also requires that you add this site to your Java Exception Site list.
I got it to work again off of IE with Java enabled and the java checkbox unchecked, just click the green box.

I'm glad you got it working. You did not need to have Java installed. It would work just the same without Java enabled.
I tried it numerous ways and it would not open. Interesting though, because I remember your post about not needing it.
Hi Brent, I just started with BIKE CAD however my computer doesnt show me any of the bike cad program, after I choose Quick Start appears cheerspj, after loading, after loading, last screen white and nothing appears, I downloaded mozzila firefox ESR, can you help me please
There are two ways to run the free version of BikeCAD. One way is using the Java plugin. The other way is without the Java plugin.
Running it without the plugin is the most straight forward. Simply leave the Use Java plugin box unchecked and click the green Launch BikeCAD button. This option should run in any browser. The more modern the better. Therefore, I would not recommend the ESR version of Firefox.
It is becoming increasingly difficult to run the free version of BikeCAD using the Java plugin. However, if this is the route you'd like to take, you'll have to follow the instructions at bikecad.ca/java_1.8_security. One new development on that front is that while I used to recommend the ESR version of Firefox for running BikeCAD using the Java plugin, the ESR version of Firefox no longer supports the Java plugin. Therefore, your options are now down to Internet Explorer, or Chrome with the IE tabs extension.
